The Council for Agricultural and Rural Development (CARD) has developed the 'Strategic Framework for Food Security and Nutrition 2008-2012 (SFFSN)' in a long process of broad and in-dept consultation with the Technical Working Group on Food Security and Nutrition (TWG-FSN) and line ministries as well as relevant stakeholders from both the government and development partners.

Food security has always been an issue in many developing countries and this is a major global concern. Unusual climate condition, water and fuel crisis, feed for livestock etc. are now creating more uncertainties about the conditions under which food will be available in the global economy. Food prices have recently risen dramatically across the world. The main impacts are being felt in poorer developing countries where up to 90% of household income is spent on food.

Lower incomes and the increasing cost of food have contributed to higher food insecurity in the West Bank and Gaza Strip. However, without a change in the political situation the only solution remains emergency humanitarian aid, a new UN report has said. The report is a result of a joint food security survey conducted by the World Food Programme (WFP), the Food and Agriculture Organization and the UN agency for Palestinian refugees (UNRWA).
